Health effects of waste to energy?

What are the adverse health effects of gasification (waste to energy plants) from landfills? I'm doing a little research and wanted some help.

Sungazing House Knocks the Socks Off Green Building Standards: Passive House, Net Zero Energy, LEED

Sungazing House, winner of the Green Builder Media's Green Home of the Year 2010 award, creates big shows to fill for aspiring green builders and homeowners everywhere. Located at an altitude of 6,900 feet in Park City, Utah, Sungazing House experiences average annual temperatures around 35 degrees and over 10,000 Heating Degree Days per year. Undaunted by the challenge of sub-zero weather, architect Jean Yves Lacroix managed to design a home so efficient that it meets the requirements of the gamut of energy efficient building standards: Passive House, Net Zero Energy, LEED Platinum for Homes and NAHB Emerald.


Owner Kevin O'Meara drew inspiration from the Passive House standard and its ambitious goal of reducing energy consumption by 90% compared to an average home. O'Meara challenged Lacroix to combine the highest level of energy efficiency with luxury and livability; in his own words, "We wanted to build something energy efficient and attractive at the same time."


The result: a gorgeous, 3,800 square-foot home that produces more energy than it consumes and sits perched on the southern slope of the Wasatach Mountains with breathtaking views of the Swaner Nature Preserve.


Key Design Features:


• Building envelope: an airtight, well-insulated building envelope is the starting point for any energy-efficient home. Sungazing House keeps its warmth in and the cold out with insulated 12" walls and 16" ceilings. The super-insulated SeriousWindows employ suspended film technology and high-quality fiberglass frames to deliver high R-values and low air infiltration and to minimize unwanted heat loss/gain.


• Passive solar heating and site orientation: Sungazing House sits on the South-facing slope of the Wasatach Mountains. The combination of large expanses of South-facing windows and strategic overhangs allows the low winter sun to heat the home during the cold months and prevents overheating in summer. Sungazing House features custom-tuned Series 925 windows from Serious Materials with high solar heat gain on the windows with southern exposure and low solar heat gain on East and West-facing windows.


• Efficient ventilation: a Heat Recovery Ventilator (HRV) provides the home with well-conditioned fresh air without losing large amounts of energy in the outgoing air and expending energy on heating the incoming air.


• Onsite solar power: Sungazing House is so efficient that it does not require any gas for space or water heating. A rooftop solar array both generates electricity and heats water for the home.


• Efficient Appliances: ENERGY STAR rated appliances minimize energy consumption.

Energy Efficiency in the Data Center



Hardware, licenses, applications, remote hands, even the expense of redundancy—none of it compares to the price of power in the data center; and power needs are increasing exponentially as processing intensifies and demand for rack space rises.



More Power Equals More Heat



Data center power is partly to keep physical servers running, but it’s also to keep them cool enough to run: as servers increase in processing power, so does heat generation. A rack that five years ago produced about five kilowatts of heat may today produce as much as 28 kilowatts. To give some idea of how much heat that is: 28 kilowatts equals 95,000 BTU or roughly 8 tons of air conditioning. A typical house air conditioner is three tons, 10 kilowatts, or 34,000 BTU. That means that it takes as much power to cool a high density rack as it would to cool about three single family homes—if it was high noon in that equatorial neighborhood 24 hours a day.



Sources of Inefficiency



Data centers have traditionally been inefficient environmentally. Compared to other costs, power has been cheap, and computing precious—if a little power was wasted, the result was incredible amounts of information analyzed, communicated and stored. The world seemed to have plenty of power, and a data center from the 70s or even the 80s would only be a blip on the power grid.

These days, data centers are much more prevalent: the Data Center Map, a free web service linking data center providers and customers, lists 1,297 colocation data centers in 59 countries. In addition, power has become more expensive and less available. However, data centers still use power like it’s cheap: a McKinsey & Company report on data center efficiency, released in 2008, says that on average, only six percent of server capacity is being used, and the data center facilities run at no more than about 56 percent capacity.



Three Ways to Cool Down the Data Center—and Save Money



Virtualization, resource management and physical server consolidation are three methods your hosting company and you can use to increase data center efficiency.



Virtualize Servers



One way to conserve power is to get every bit of computing power out of each piece of hardware. That’s where virtualization comes in. Virtualization allows you to consolidate your server requirements onto fewer physical machines, with the virtual machines consuming only about 1/50th the amount of power. Email servers, web servers and applications all act just as if they were running on individual boxes, but for a fraction of the cost, both in capital expense and power consumption.

According to many sources, including The Green Grid and the EPA, virtualization is one of the key ingredients of a more efficient, greener data center. In implementing virtualization, a product such as VMware provides some of the highest consolidation rates on a secure and reliable platform. With VMware, unused physical servers can even be powered off, and turned back on when needed.

Of course, virtual servers, especially VMware’s hardware-based virtualization, also offer increased application access for users, faster installation of new servers and better uptime. So not only will your virtual servers help reduce your carbon footprint and save you money, they’ll also improve your company’s competitiveness.



Allocate Resources with VMware DRS and DPM



Virtualization from VMware provides two additional technologies that help you reduce your costs through virtualization.

VMware Distributed Resource Scheduler (DRS) allows a hosting company and its clients to continuously monitor utilization and intelligently assign resources as needed. With DRS, resources can be allocated to higher priority applications, according to your rules, ensuring that your mission critical activities always have what they need. It also provides dedicated infrastructure for business units, without letting resources stand idle.

Supporting DRS, Distributed Power Management (DPM) optimizes power consumption by continuously monitoring power usage and automatically consolidating workloads and powering down unneeded resources. During lower use periods, DPM moves virtual server workloads onto the optimum number of physical servers and turns off the others. When requirements increase, DPM brings physical servers back online—without impact on the virtual server or the customer.



Consolidate Servers with Blades



Blades help reduce the energy footprint of servers by allowing multiple physical servers to be consolidated on one chassis, with one management interface per blade, while adding more advanced management features. The ProLiant BL490c Virtualization Blade solution being adopted by Infinitely Virtual will more than triple the number of virtual machines hosted in the same energy footprint.

According to HP, the BL 490c blades offer several key performance and management advantages: eighteen DIMM slots allow more virtual machines to be housed on each blade; integrated dual-port 10 GbE server adapter with Flex-10 technology offer the ability to fine-tune network bandwidth; conserve power without performance impact with the built-in HP Power Regulator, and reclaim trapped power in your data center by safely limiting server power consumption with Dynamic Power Capping.



The Future of the Green Data Center



Projects and organizations are being formed all over the world to address the problems of power consumption and heat generation. Here are three:

More Power Equals More Heat



Data center power is partly to keep physical servers running, but it’s also to keep them cool enough to run: as servers increase in processing power, so does heat generation. A rack that five years ago produced about five kilowatts of heat may today produce as much as 28 kilowatts. To give some idea of how much heat that is: 28 kilowatts equals 95,000 BTU or roughly 8 tons of air conditioning. A typical house air conditioner is three tons, 10 kilowatts, or 34,000 BTU. That means that it takes as much power to cool a high density rack as it would to cool about three single family homes—if it was high noon in that equatorial neighborhood 24 hours a day.



Sources of Inefficiency



Data centers have traditionally been inefficient environmentally. Compared to other costs, power has been cheap, and computing precious—if a little power was wasted, the result was incredible amounts of information analyzed, communicated and stored. The world seemed to have plenty of power, and a data center from the 70s or even the 80s would only be a blip on the power grid.

These days, data centers are much more prevalent: the Data Center Map, a free web service linking data center providers and customers, lists 1,297 colocation data centers in 59 countries. In addition, power has become more expensive and less available. However, data centers still use power like it’s cheap: a McKinsey & Company report on data center efficiency, released in 2008, says that on average, only six percent of server capacity is being used, and the data center facilities run at no more than about 56 percent capacity.



Three Ways to Cool Down the Data Center—and Save Money



Virtualization, resource management and physical server consolidation are three methods your hosting company and you can use to increase data center efficiency.



Virtualize Servers



One way to conserve power is to get every bit of computing power out of each piece of hardware. That’s where virtualization comes in. Virtualization allows you to consolidate your server requirements onto fewer physical machines, with the virtual machines consuming only about 1/50th the amount of power. Email servers, web servers and applications all act just as if they were running on individual boxes, but for a fraction of the cost, both in capital expense and power consumption.

Allocate Resources with VMware DRS and DPM



Virtualization from VMware provides two additional technologies that help you reduce your costs through virtualization.

Talking Big about Renewable Energy?

I have always wondered why so many talk renewables up so much, but very few actually buy much of it? Dual or off the Grid power solutions are very expensive, for a normal conventional wood structured house, it starts around $20k for an off the grid, or strong dual system. Alternative green houses can make better use (needing less power, and for that a cheaper solution), but even those houses are not being sought after for construction (yet you hear that 'We' should be building them--demand and supply tells the truth that they are not popular).

Even when people have real choice, if their electric markets are deregulated, and companies like Green Mountain Power comes in, most still go with the cheaper power, than the clean power, pretty much for the same reason they go into Wal-Mart, but demand that we stop off-shoring all our jobs.

It's like renewables are more talk, and very little action. Why bother talking it, if nothing is going to happen?


I believe it is a matter of marketing. Too few people see an immediate need to shell out $20k on a system that doesn't seem to provide them with anything more than their existing ~$100/month service does.

When people develop an eager want for independent power, the market will take off. Several things need to be addressed first:

1. Renewable energy needs to shed its image of being a fringe solution that will go away when energy prices drop again. People aren't going to go for something enmasse if they think support will evaporate.

2. The price. As long as a system costs as much as a car, and depreciates like one, very few people will see the advantage in buying one.

3. Aesthetics. The winner will be the one that integrates nicely into the architecture of the house and either complements the structure or is unobtrusive enough to not detract from the curb appeal.

4. Utility. The system should provide sufficient reliable power on demand. Few people want to think about their electrical power and where it is generated. They just want to be able to flip a switch and there it is.

Green Finance: Future of Korean Economy




This is the first in a six-part series of articles on the nation's vision to become a green economic power in the global community and the recent developments of "green finance" in Korea to support the vision. ? Ed.




The global economic crisis triggered by the U.S. subprime mortgage meltdown is steering the global economy in a new direction, forcing many countries around the world to follow a new growth paradigm, "green growth."




For sustainable growth, governments in major countries have come up with green initiatives to get the upper hand in the new area, which they believe will determine the future of their economies.




In line with the global trend, South Korea has also unveiled its ambitious vision to become a green economic power by shifting its growth paradigm to an environment-friendly and energy efficient one.




President Lee Myung-bak said the government will promote "low carbon and green growth" as the nation's new vision, abandoning its 60-year long manufacturing-based and export-oriented approach.




"Green growth is a new national development paradigm that nurtures new engines and creates jobs with green technology and clean energy," he added.




In July, the Presidential Council on Green Growth introduced a five-year plan in its briefing to President Lee at Cheong Wa Dae.




According to the council, the country should invest 107 trillion won ($87 billion) over the next five years to foster green technologies, in order to make Korea one of the world's top seven "green economic powers" by 2020.




It said the investment is forecast to create some 1.8 million jobs and help related industries emerge as future growth engines for the economy. It estimated that the economic effects from this will range from 182 trillion won to 206 trillion won.




"Low carbon, green growth" is not a matter of choice, but a matter of destiny. The issue is how fast the country can transform into a green economy. To that end, the first thing to do is to channel more money into green businesses.




In that regard, the country should first foster "green finance" ? financial activities that support green growth and mitigate environmental degradation. Its role is particularly important in the initial stages as it can not only drive growth, but also prevent bubbles by weeding out disqualified companies.




In a global economic forum on green finance held in June in Seoul, Takejiro Sueyoshi, special advisor to UNEP in the Asia Pacific region, stressed its importance. "If financing does not change, the economy won't change. To change the economy, we need to change finance," he said.




"We face a variety of global issues, such as climate change, ecosystem degradation and water scarcity. To end such destructive investment and promote environment-friendly investment, we need to change the flow of money," he added.




Green Finance in Korea




Although the Lee administration has placed a top priority on green growth, the country is taking just baby steps in green finance compared with other advanced countries. Its plan to promote green finance took shape only early this year.




In April, local financial companies ? banks, insurers and securities firms ? and the government jointly formed the Green Finance Council to develop a key finance agenda and establish a network linking businesses and finance.




The council is a regular dialogue channel consisting of 50 key people both from the government and private sector.




In June, the Financial Services Commission (FSC) also announced its plan to build up a database featuring how companies work for the initiative of an eco-friendly world as well as making firms proactively announce environment-related information.




In line with the government's "low carbon, green growth initiative," local banks and insurers have introduced a wide variety of green finance products




Kookmin Bank, the nation's largest lender, established the Renewable Energy Private Equity Fund worth 330 billion won with the government and allocated 750 billion won to invest in low-carbon, green growth industries.




Shinhan Bank also started to give prime interest rates to environment-friendly companies from April this year. The State-run Korea Development Bank and Export-Import Bank of Korea (Eximbank) have planned to invest 1 trillion won and 840 billion won in the industry this year, respectively.




Woori, Hana, Korea Exchange Bank and Industrial Bank of Korea have also introduced various financial products and set up funds to nurture green industries.




"Financial firms can contribute to the eco-friendly world by lending money to companies seeking low-carbon businesses," KIF economist Lee Yoon-seok said.




"Such a trend could take root in the not-so-distant future, both at home and abroad. Our financial companies need to be prepared for the imminent change," he said.




Experts said that in order to promote green finance, Korea should tackle numerous challenges.




"Korea's green finance is faced with many challenges, such as poor regulatory system on the environment, insufficient human resources and underdeveloped products," Korea Capital Market Institute (KCMI) senior research fellow Noh Hee-jin said.




"For example, Korea is lacking in fiduciary and lender's liability on environment, corporate environmental disclosure rules and green certification programs. Also, the country is in need of experts who can integrate environmental issues with finance," he added.




World Moving Toward Green Finance




In the global scene, green finance has been rapidly growing. Advanced countries, such as the U.S. and Europe, have driven growth of carbon market through emission trading, carbon funds and other mechanisms after the Kyoto Protocol.




According to World Bank and KCMI, global emission trading markets are expected to grow to $150 billion in 2010 from approximately $64 billion in 2007.




Advanced countries have developed diverse financial services for the emission trading market, such as carbon funds, carbon asset management, emission trading insurance and carbon banks. Currently, there are over 30 carbon funds around the world with assets under management of $2.5 billion.




Financial firms in those countries are offering a wider spectrum of green finance products ? mortgages and car loans in retail finance; fiscal and eco funds in asset management, project finance and venture capital in investment finance and auto insurance and carbon insurance in the insurance industry.




By country, in the U.S., socially responsible investing (SRI) reached $2.71 trillion at the end of last year, up from $639 billion at the end of 1995. In European Union (EU), the SRI rose by eight-fold to $2.66 trillion in 2007 from 2002.




SRI, also known as sustainable investing, socially-conscious or ethical investing, describes an investment strategy which seeks to maximize both financial return and social good.




In Canada, the government provides tax benefits for those purchasing hybrid cars or low carbon-emission cars. In Australia, banks introduced green mortgages ? those buying houses run by renewable energy can get these loans at favorable rates.




In the Netherlands, the government introduced Green Fund Plan in 1995 and successfully changed its economic structure by nurturing green finance. For example, the government offers a 1.2 percent capital gains tax exemption for banks providing money for green industries.




Lying Ahead




Market experts said that green finance can be a great alternative for Korea to turn the current turmoil into opportunities and become an economic leader in the global community.




At a recent international conference in Seoul, World Bank Senior Vice President Justin Lin said that Asia's fourth-largest economy needs to invest more in low-carbon and green growth sectors to achieve a sustainable growth.




"South Korea should turn the current global slump into a golden opportunity to become one of the world's leading economies by promoting renewable energy, and other environmentally friendly and high growth industries," he said




"In the early 1990s, both Japan and China introduced massive stimulus measures. But Japan has fallen into deeper recession, while China has become the world's fastest growing economy. If Korea takes advantage of the current crisis, it will emerge as a more advanced country when the global economy returns to normal," he added.




In order to achieve a fast transition, concerted efforts from the government and financial sector are essential.




"Banks should make more efforts to develop more products and improve infrastructure by establishing system for analyzing and assessing businesses," Korea Institute of Finance economist Ku Jeong-han said.




"The government should also provide more tax benefits for banks offering green finance products to channel more money into the business," he added. "At the same time, the country should make more efforts to catch up with other countries in the rapidly-growing global carbon market."

Why Renewable Energy Holds Importance

Sustainable Energy sources are most often regarded as including all renewable sources, such as biofuels, solar power, wind power, wave power, geothermal power and tidal power. It usually also includes technologies that improve energy efficiency. Sustainable energy is the provision of energy such that it meets the needs of the present without compromising the ability of future generations to meet their needs. A non-renewable resource is a natural resource which cannot be produced, re-grown, regenerated, or reused on a scale which can sustain its consumption rate. These resources often exist in a fixed amount, or are consumed much faster than nature can recreate them. Reliance on non-renewable resources such as oil, gas and coal is unsustainable since they will run out one day. If we run out of fossil fuels, we will have to use some sort of alternative energy produced from the wind, the sun or from water power. These energy sources can easily be replenished in a short amount of time. Alternate sources such as solar and wind power, are infinite and have the added advantage of being non-polluting. Climate change and the need to manage diminishing fossil fuel reserves are today two of the biggest challenges facing the planet. In order to secure the future for ourselves and generations to follow, we must act now to reduce energy consumption and substantially cut greenhouse gases, such as carbon dioxide.




Unfortunately, the cost of some of the renewable energy sources is currently above those of the non-renewable sources. However, increased use of the non-renewables increases demand and lowers unit cost, so we are approaching the time where the old, non-renewable sources will be less competitive. There is no shortage of solar-derived energy on Earth. Indeed the storages and flows of energy on the planet are very large relative to human needs.

Alternative Energy: Outlook On Alternative Energy

ALTERNATIVE ENERGY OUTLOOK

The Alternative Energy industry is going through a recovery after absorbing the global recession and the cascading fall in global crude oil prices. Earlier this year, quite a few alternative energy companies were in the trough. Though these alternative energy companies have recovered from their lows, their valuations are still extensively lower than their 52-week highs.

The growth of alternative energy companies is closely tied to the fortunes of the economy. In its latest release, the Energy Information Administration (EIA) predicted that total U.S. electricity usage will decline by 3.3% in 2009 before growing by 1.3% in 2010 as the improving economy coaxes a gradual recovery in electricity sales. In fiscal 2008, annual U.S. photovoltaic (PV) installed capacity grew by 63% year-over-year, bringing the cumulative installed capacity to 792MW.

According to the Solar Energy Industries Association (SEIA) -- the U.S. trade association on behalf of close to 500 companies in the solar energy industry -- Germany ranked first followed by Spain, Japan and U.S. in terms of cumulative installed solar electric power as of year-end fiscal 2008. However in fiscal 2008, Spain (2.46GW in 2008) beat Germany (1.86GW) in terms of new installations. World solar PV installations reached a record high of 5.95GW in 2008, representing growth of 110% over 2007.

According to the European Photovoltaic Industry Association (EPIA) -- the world industry association for solar photovoltaic electricity market -- the cumulative global installed PV capacity stood at almost 15GW, compared to only 9GW in 2007.

ALTERNATIVE ENERGY OPPORTUNITIES

Alternative Energy Environmental Advantage: Solar power is one of the most benign electric generation resources. Solar cells make electricity without air or water emissions, noise, vibration, habitat impact or waste generation.

Fuel Risk Advantage: Unlike fossil and nuclear fuels, solar energy has no risk of fuel price instability or delivery risk. Although there is variability in the amount and timing of sunlight in the day, season and year, a properly sized and configured alternative energy system can be designed to be highly reliable while providing a long-term, fixed-price electric supply.

Locational Advantage: Unlike other renewable resources such as hydroelectric and wind power, solar power is generally located at a customer’s site due to the general availability of sunlight. As a result, solar power limits the expense and energy losses related with the transmission and distribution from large-scale electric plants to the end users. For most residential consumers in quest of an environment-friendly power alternative, solar power is currently the only viable choice as it can be sourced in urban and rural environments.

Subsidy Programs: Governments, most notably that of China, have augmented their financial support for alternative energy and solar projects. Green Jobs Mean Green Money And A Green Earth

The new buzzword in the economy is green jobs.  The Obama administration envisions green collar jobs to boost the lagging economy.  The industrial leaders of the renewable energy sector promote green collar jobs as the way towards increasing public awareness of the need for environmental protection while increasing the prospects for their bottom line. The environmentalists want green collar jobs to be more pervasive for the sake of Mother Earth.

The better news for the Joes and Janes on the street is that green collar jobs mean green dollars on their pockets.  Pundits estimate that as many as 185,000 jobs can be generated by the end of 2010 and that figure is for the wind sector alone!





In the solar energy sector, the numbers are more impressive with 7 million jobs created by the year 2030.  Of course, it may seem way off into the future but that future starts its roll today.  Thus, professionals and skilled workers are advised to hone their skills for green jobs as early as possible.





Efforts along this line will be well rewarded. Many online pay scale sites have discovered in surveys that solar and wind energy workers earn more than their counterparts with similar skills in other industries.  Even entry level green energy  jobs like solar power installer and wind turbine fabricator can earn at least $36,100 per year, depending on the skills, expertise and experience of the individual as well as the location of the projects.





Another good thing about green jobs aside from the better pay is the upward mobility possible.  Workers can move up the ranks with experience, seniority and advanced training depending on company policy.





Of course, higher education in colleges as well as professional licenses matter with green energy  jobs but not as much as one expected them to since even high school graduates can enter the workforce.  More often than not, one should have transferable skills that can be repurposed as well as the right training for the solar and wind energy sectors.

Bounce Energy's Smart Saver versus Reliant's Cap and Save

Which One is the Real Way to Save?




Since its launch this past summer, Reliant Energy has been filling the media with its Cap and Save energy plan. Reliant says it's a plan with the security of a term plan and lower rates if energy prices fall. While it seems like a good idea, on closer examination, Reliant's Cap and Save Plan is cashing in on consumer caution rather than giving consumers the tools and information they can use to save on their energy bills.




The Plan:




Reliant's Cap and Save Plan is an indexed energy plan with a 12 month contract term. That means instead of the price being set at a fixed rate for twelve months, the price is indexed to the commodity price of natural gas on the New York Mercantile Exchange (NYMEX). As anyone knows, natural gas is a volatile commodity and its price varies from hour to hour depending on a variety of market forces and world events such as trouble in the Persian Gulf, oil spills in the Gulf of Mexico, and the amount of natural gas in storage in Texas. Theoretically, a consumer could lose their shirt if natural gas prices spiked like they did in 2008. However, Reliant has included a cap on their plan. If the price of natural gas increases to about $4.50 per MMBtu (one million British Thermal Units), consumers will not pay more than the indexed energy charge of 8.9¢/kWh (9.0¢ on the 100% wind plan).




How does indexing work? Reliant's indexing plan is set up to provide consumers with a percentage discount. Reliant determines the discount by taking the settled price of natural gas at NYMEX (Henry Hub) every 15th day of the month, subtracting that from their initial natural gas price when the plan was offered (currently set at $4.50) and then multiplying the result by .003 MMBTU/kWh (million BTUs per kilowatt hours). The result of this is the natural gas Discount Factor (NGDF). For example, on November 5, the NYMEX price was $3.93. The NGDF was .00171. This number was subtracted from the Indexed Energy Price and resulted in a discount price of $.08729/kWh. If your bill was for 1,000 kWh, your electric bill would be $89.00 excluding the NGDF. When you figure in the NGDF, the discounted bill is $87.29 or a savings of $1.71. Ok, that's really, really modest at best but it's still a discount. Right?




What Reliant has only lately been making clear to its Cap and Save Customers is that the 8.9¢/kWh price is actually the base price and that is the only price used to calculate the NGDF. The TDU charges, which everyone pays for every energy plan in Texas, can amount to nearly 30% of a bill. So while you are paying $89.00 as your base price, there's another 4¢/kWh that you must add onto your rate. So, if your rate was 8.729¢ (which includes the NGDF) per kWh, the TDU charges will increase your rate to around 12.729¢ — which is nosing near 13¢/kWh.




This begs the obvious question: why are people willing to pay more than 12¢/kWh for a 12 month indexed plan when there are so many other plans, both fixed and variable, that are at a significantly lower rate and include the TDUcharges in their rate? As of November 10, there were 70 other 12 month fixed plans (including other plans offered by Reliant) listed on powertochoose.org priced less than 12¢/kWh.




According to recent comments exchanged at the Texas Electricity Ratings Blog, Stephen Morisseau with Reliant Energy stated "Customers told us they want the security of a rate that will not go up, and the benefit of lower rates if prices fall." In spite of repeated questioning, Morisseau would not address the fact that Reliant's NGDF was incapable of cranking out the discounts its consumers signed up for. In fact, even if natural gas sold only for 1¢/MMBTU, Reliant's NGDF would only return a discount of 1.347¢ from the base 8.9¢ price. Add in the TDU charges and customers would still pay around 11.5¢/kWh.




What are Reliant's Cap and Save customers thinking? The key is in what Morisseau said: security. Reliant's pitch to consumers is that their rate will be securely capped against a rise in the commodity price of natural gas. It sounds good, but this approach creates a perception that consumers should be afraid that natural gas prices are on the rise.




However, if you look at the NGDF, it's pretty obvious that as long as natural gas prices stay low, Reliant will make a lot of money off the Cap and Save plan. If the actual natural gas price ever goes over $4.50 (Reliant's Initial Natural Gas Price), Reliant will lose money. So, Reliant is betting an awful lot of money that natural gas prices will not rise through 2011.




And according to the US Department of Energy Energy Information Agency (EIA), natural gas prices are not expected to rise.




EIA's Short Term Energy Report in the last week of October published:




"Prices are expected to remain below $4 per MMBtu in October but rise to $4.68 per MMBtu by January as space-heating demand increases this winter. EIA has revised its projections for natural gas prices downward through 2011."




And on Nov. 9, EIA stated:




"EIA has lowered the average 2011 Henry Hub price forecast from last month's Outlook by $0.27 per MMBtu, to $4.31 per MMBtu, based on the upward revisions in the domestic production and inventory forecasts."




In short, the 2011 forecast for Natural Gas prices is to undergo some seasonal fluctuation but should remain low overall. And take note of that revised average price: $4.31. Reliant's Initial Natural Gas Price is $4.50.




Falling prices can't be capped, Reliant's Initial Natrual Gas Price and NGDF won't let you save very much, and the price for this "security" is way higher than many, many other plans in the market including a few of Reliant's.




Why shackle yourself to an expensive indexed plan that gives you "security" against high natural gas prices even though those prices are going to be low? Why keep paying for a 12-month plan with a high fixed base-price and a tiny discount that can't compete with 70 other plans?




Instead, you can sign up for a variable plan that follows the effects of changing natural gas prices in the Texas electricity market and won't increase your rate more than 10% from month to month. Bounce Energy's Smart Saver plan is for consumers who want to lower their electricity rate with a month-to-month plan that allows them to take advantage of fallling rates and allows them to switch plans or providers without a termination fee.
