Just for example if we take cars. There are very few efficient battery power cars in the market.Public demand can be the reason. The technology is still developing. We dont have public car charging stations near offices or malls like we have gas stations. But still are efforts being taken like some malls or offices are providing designated parking spaces for such cars and giving extra travel allowance for such car users. With oil the extraction, refinement, and then transportation is very costly. Oil can not be made locally. ( offcourse everyone knows that) so we burn so much fuel to transport fuel.. thats crazy. Just to make the math easy, I'll assume that you'll need 50watts input to the inverter to power the 38W light, probably a little too high, but it's an easy number to work with. 50W x 8 hours is 400watt hours.
You say "run 38 watts of light for 8 hrs one day a week" will the light be running during the day (say indoors) while the solar panel is providing power or at night?
To be on the safe side I'll assume the battery has to provide the full 400Wh, batteries are usually rated in amp hours, at 12V, 400Wh / 12W = 34 amp hour, it is really best not to completely drain a battery, even a deep cycle one, so maybe about a 50-60Ah would be a reasonable size.
To recharge the battery in a week you'd need to average 400Wh / 7 = about 60Wh per day, plus something for losses With a 15W panel you'll need to average a little more than 4 hours/day of full output.
