The renewable energy source that is LEAST affected by local site considerations is....
ALL forms of energy are affected by local site considerations. A coal fired power plant wouldn't be any good on top of a mountain- no way to get the coal up there and not enough cooling water for it. Wind needs windy areas, solar needs sunlight, hydro needs water. Biomass can be hauled into different areas, but haul it too far and it uses more energy than you"ll get out of it.
